Vintage Doll

I usually pick up antiques and collectibles so this is my first doll and I'm stumped.

Have done as much searching as I can and can't find anything that even looks like this doll.

Painted blonde hair and painted eyes on the back is a serial number VC77 PHP .She has hard feet and hands which are crazed.
