20th Century black straw filled doll

I have a black doll that is marked "Germany" on the back of the head. He is about 12 inches tall. His face appears to be paper mache, but could be compostion.
He wears a BIG stripped hat(puffy like a chef's) He has a yellow felt jacket and a green bow tie around his neck. He is stuffed with straw. His black shoes are felt. He wears big jodphur type stripped pants.
I've never seen another doll like this.
