Please help me ID this little Soldier

Hello,

I'd like help IDing this 4.5" soft plastic little boy soldier. I don't see any markings but his face is so familiar. Do you recognize him? As you can see his limbs are strung (and a little loose).

This 4 1/2" little guy is celluloid and light as a ping-pong ball. He's marked in the upper back, "Made in Japan" and has jointed arms and legs.

I've removed the old brittle jacket that was pictured (hand sewn-on and brittle, but protected the original paint) and he's not a soldier at all. He's fully dressed in blue POLICE uniform. I've also restrung him, so he's in much nicer shape now. Judging by the condition of the hand-made jacket he was wearing (brittle & decomposing fabric), he is definitely one of the celluloids manufactured during the 1930s - 1940s.

As you can see, his left hand is up in a "Stop" gesture. His right hand is in a fist and may have been holding a "Stop" sign. The original stick to the sign is inside the arm. That face is so familiar! Please let me know if you recognize him.
