Large plastic? doll that lights up

My mom had this doll since she was a child and I can't find anything about her.

I took her to a couple doll shops but no one could place her.

She's 2 feet tall and has Christmas lights in the flowers on her dress. Her eyes open and shut.

From early to mid 40's and made in Italy and "CARES" on the back of her head.

Anyone familiar with this doll?
