Is this a Bradley doll?

I came across this unique doll a few years ago in an antique shop in Ontario. I've never seen another doll like this one, either on the net or in other antique shops.

I think it may be an earlier version of a Bradley doll or some kind of prototype but I'm really not sure.

Her head is larger than the average Bradley doll, her dress is less detailed and made of felt material and she has no hands.

The red outfit that she wearing is a holiday themed costume with the Santa hat and shoes.
She also has the trademark painted eyes and features of a Bradley doll.

She is in very good condition considering how old she might be.

Made in Japan
