Doll or mannequin? Please help!

I picked this little guy up at a flea market last year. He stands about 37" Tall. His fingers and arms have some type of wire made into them so they will bend.

His feet are the old metal shoe molds. I looked on the back of the neck and bottom of feet. I can't find any markings.

Any help would be greatly appreciated.
