I have a simalar doll it’s head can swivel round and her name is Kath, she had an accident and is in poor condition but makes a wonderful Halloween doll and now I’m turning her in to a planter

Your doll is a Kammer and Reinhardt doll that may be a character doll. She should be on a ball jointed compo body--and not a porcelain body. Many good reproductions were made of this doll so you will have to make certain she is an original from Germany made around the turn of the century.

Your doll is German. This make was very popular because it was affordable. Not sure I could read all the marks on head, the numbers, etc. Very easy to research this make. You can google it. It depends on which doll it is as to value.
